Camden Man arrested for indecent exposure at OBU library


William Bradley McDowell, 61, of Camden was arrested at his home on October 31 and charged with Indecent Exposure.

According to the probable cause affidavit, on October 21 students at Ouachita Baptist University reported to library staff a man had, "exposed their genitalia to some female students in the Riley-Hickinbotham Library."

Witnesses described the suspect as "a white male, approximately 60 years of age, approximately 6'0 tall, weighing 220 lbs, wearing black sweat pants and a gray T-shirt." Police were unable to locate the suspect at the scene, according to the affidavit.

The two students told responding officer, Scott Clark of the OBU Police Department, "They were sitting at a table studying when the perpetrator walked up to their table, faced away from them and pulled down his pants exposing his backside, then he walked away from them and quickly turned around exposing his penis and asked them for a piece of paper."

The affidavit says the students immediately reported the incident to library staff.

Clark states in the affidavit he had received a recording from another campus officer of a male subject "closely matching the description" reported by the students about an hour and a half before the incident occurred.

After a campus wide email about the incident, Clark says in the affidavit, he received an email from Dr. Wesley Kluck alerting him to William B McDowell having committed similar crimes at the South Arkansas University library.

According to the affidavit, while investigating the incident, it was discovered McDowell had been arrested for Indecent Exposure in Clark County in 2014 and again in Columbia County in 2020.

The affidavit states McDowell's arrest in 2014 occurred after he exposed "his genitalia to female patrons of a river rafting outfitter in Caddo Valley." While originally charged with Indecent Exposure, McDowell pled guilty to the lesser charge of Disorderly Conduct.

The 2020 arrest occurred following a incident where McDowell was accused of exposing his genitalia to a female student after asking her help in finding a book at the SAU Magale Library. He pled guilty to the charges of Indecent Exposure and served 6 months of a 1 year sentence.

The affidavit states the suspect was identified in a photo lineup by the two female victims at OBU.

McDowell had his first appearance in court on November 1 and pled not guilty.

A trial date has been set for January 2025.

In addition, court documents indicate McDowell has been served with a no contact order barring him from OBU, Henderson State University and any Clark County Public School. He was also ordered no contact with the victims, their residents and workplaces.

McDowell is not currently listed on the Sex Offender Registry in Arkansas.
